WASHINGTON (AP) — With the new Congress starting the new year, incoming GOP leaders are hoping their plan to focus the party’s agenda on tax reform will pay off with a major legislative victory this year.

New York Gov. Andrew Cuomo announced Wednesday that he proposed a redistricting plan for the congressional maps in two key battleground states for 2016.

The plan would remove current representatives from the New York congressional districts where they no longer live, replacing them with candidates who more closely reflect the district’s current demographic makeup. It’s similar to the plan that Gov. Terry McAuliffe proposed to replace outgoing House Speaker Paul Ryan.
